Dear Sirs:
We understand that is not only your duty to protect the person of the
President of the United States, but that it is also your duty to protect
the President from any criminal use of his standing by others. On this
basis, please find the various documents and letters enclosed.
It is really a very shameful matter when officials of the State Department
deliberately link the name of the President of the United States with that
of criminal actions such as the sinking of [illegible word] vessel off
Libya and with the threatening destruction of our vessel of Panamanian
registry and the murder of 380 men, women and children aboard.
The situation is made ever worse by an attempted coup d'etat against the
head of this country (Morocco) 72 hours ago. Such irresponsible officials
could easily shift the blame for it to the U.S. with such public
statements.
Action should be taken by you immediately to uphold the honor and
integrity of the President.
Sincerely yours,
[signed]
Norman H. Starkey,
Captain
