letter in an [sic] letterhead memorandum (LHM) appropriately captioned and
suitable for dissemination as required by the FBI Handbook, Part I, pages
50a and 50b.
With regard to possible specific allegations of espionage which might be
obtained from [BLACKED OUT] you are reminded that if an allegation
warrents investigation, such investigation must be conducted and reported
under appropriate individual caption and character rather than with
instant caption as a catchall or that of [BLACKED OUT]
Bring the above to the attention of individuals responsible for the
preparation and approval of referenced letter.
